Public, scientific, and economic interests in information regarding social contexts results in large amounts of data collection. This collection of data is not always necessary, or socially responsible. It is the responsibility of the legislature to specify the framework in which the collection of, often sensitive, equality and participation data is allowed. Thereby, misuse can be prevented.

§ 13 of the Federal Data Protection Act provides that “the collection of personal data (§3 para. 9) is only allowed if (…) intended by a legislative provision or required for substantial public interest reasons.”
