Public sector equality duties originated in Northern Ireland, where in the 1990s it became clear that a comprehensive equalisation of Catholics and Protestants had become indispensable for the settlement of the armed conflict between the two groups. At the end of the 1990s Great Britain also began to develop an approach towards an active prevention of discrimination instead of a mere prohibition or punishment.
