In 2015 the Equality and Human Rights Commission (EHRC) published a report on the implementation of public sector equality duties in Wales. In Wales legislation is more specific and comprehensive when it comes to the specific duties than in England. One of the specific duties is to publish all information on wage inequalities and to explain the reasons for these inequalities. In addition, training employees and creating a strategic equality plan are part of their duties.
According to the Commission, each of the participating organisations reported at least one positive example regarding the implementation of the general duty. Most organisations even named more than one example. One area in which most organisations desire improvements is the provision of practical information regarding the implementation of general and specific duties. In addition, many of the participating authorities found it difficult to collect equality information.
These concerns indicate that the quality of the data is improving, but at the same time data protection needs to be upheld - The Equality Act 2010 (Statutory Duties) (Wales) Regulations 2011, Welsh Stautory Instruments, Regulation 20. One concern among the authorities was that increased interviews with all employees and service users could put undue stress on the respondents.
